On September 22, I received emails requesting compliance documents from Amazon. They were basically sellers of toys, furniture, and accessories. Other categories have not received product compliance documents request emails.

If the product compliance documents are not submitted as scheduled before November 9, the seller’s listing will be removed.

What is the meaning of CPC?

Children’s Product Certificate (CPC) applies to all products targeted at children 12 years of age and under, such as toys, cradles, and children’s clothing. If produced locally in the United States, the manufacturer is responsible for providing it. Importers are responsible for providing production in other countries. In other words, cross-border sellers, as "importers", want to sell products produced in Chinese factories to the United States, they need to provide a CPC certificate to Amazon as a retailer/distributor. Whether children's toys are exported to the United States or settled in Amazon, CPC certificates are required to prepare for customs inspection or e-commerce requirements. So how do children's toy products apply for CPC certification and successfully obtain the CPC certification of the product? First we need to understand several related concepts.

CPSC: Consumer Product Safety Commission, Consumer Product Safety Commission;

CPSIA: Consumer Product Safety Improvement Act, Consumer Product Safety Improvement Act;

ASTM: American Society of Testing Material American Society for Testing Material;

Children's products: refers to consumer products designed and used mainly for children under 12 years of age;

Children's toys: consumer products designed for children under 12 to play with;

Child care products: consumer products designed to help children under 3 years of age promote sleep, feeding, and help children suck milk or teeth.

Test type

1. Initial test: the first test of the product;

2. Material change test: test if the material changes;

3. Periodic test: As a supplement to the material change test, if the production is continuous, the periodic test must be performed at least once a year without material change.

4. Component testing: Under normal circumstances, the finished product is tested. In some specific cases, all components can be tested to prove the conformity of the final product.

5. Children's Product Certificate can only be tested by an accredited third-party testing laboratory, based on the certificate issued by the test report.

Information to be included in the CPC certificate:

1. Product information;

2. All laws and regulations applicable to the product;

3. Information about the importer or manufacturer (in the United States): including name, address and phone number;

4. Contact information of the holder of the test result file supporting the certificate: name, address, email address and phone number (usually it can be understood as a manufacturer outside the United States);

5. Product production date and address, production date must be year and month, address must be city;

6. Test time and address or test report based on certificate;

7. Information of the third-party testing organization (CPSC-accredited laboratory): name, address, contact number;
